PACEAPP was established in 1976 through California's passage of the Alternative Childcare Act (AB3059). The PACE Board of Directors envisioned the private childcare sector having a role in the subsidized childcare arena. They felt that the private sectors' involvement would lead to economic mainstreaming for low-income families.
In 1976 PACEAPP was awarded a small grant from the California Department of Education (CDE). PACEAPP began with volunteer help and two staff members. Today, PACEAPP has five site offices and serves more than 4,000 children and more than 3,000 participating childcare providers.
